My neighbour behind my house has put up a Ba Gua (mirror diverge), a mirror and a piece of yellow paper (framed) in front of his house. He has another set of the same things placed at the back of his house. The mirror and the Ba Gua were placed facing my toilet and the yellow paper, which has been pasted on his back door, faces my back door. The back lane is only 5ft wide. I would like to know if this affects the neighbours and their family members.

It seems like your neighbour has been sensitive towards you. Since the Ba Gua and mirror are placed facing your toilet and not your back door, this is not a problem. It can only be assumed that your neighbour perceives your toilet to have a detrimental effect on his house and wishes to deflect it. At worst, the effects are reflected to your toilet. Since no one stays in the toilet, it is not a problem. The yellow paper talisman or fu is normally used as a protective device and is passive. It prevents unwanted things from entering the house, in this case, through the back door and is not affecting you in any way.

I am just wondering what is the best way to enhance my relationship with others. I am quite an attractive lady and have a good job but seem to have a difficult time forming relationships. My date of birth is July 7 and time of birth 3.50am.

Feng shui is about location and directions. A person's luck is based on three factors - heaven, man and earth. If your predicament is due to feng shui, it could be that your house is laid out in such a way that it does not support you in your relationships.
You will have to exert the will and effort to achieve your aim to be lucky with men.
Based on your date of birth, your Life Gua is Gen, which is represented by the number eight. This means that you need to activate the West (W) direction and location with your main door, bedroom and bed if possible.
What this means is that your front door should be facing W, your bedroom should be located in the W sector of your house and your bed facing W. Your head should point to the W when you sleep.
With this year being 2005, you will have to put up with the your relationship as it is since the Tai Sui is in the W. This means that you should not move your bed or change your front door this year. You can only make the changes after Feb 5, 2006. If you change this year, the cure will be worse than the disease!

Is it true that houses located in the east direction should not be renovated this year? If so, can I do it next year?

Yes, it is generally recommended that if a person has a house that faces East, West or Northwest, they should postpone their renovations until next year. There are exceptions but this is decided on a case-by-case basis where one should consult an experienced feng shui practitioner.
